Preparation of periodic accounting records, financial requests and expenditure statements of GOB part
Oversee all day to day administrative, budgetary and financial management of the project of GoB part;
Provide assistance to prepare GOB Report such as IMED, ADP and IBAS
Closely work with GoB Department, Ministry to timely release of GoB Fund
Maintain Books and Accounts of project NIM and GoB Account
Regular Review the Books of Accounts
Review all payments/claims of Project and ensure on time settlement of claims as per GoB and NIM Rules;
Entry quarterly budget in IBAS system.
Approved the IBAS budget entry from finance ministry/respective ministry then allocation will be available in IBAS system.
Prepare the bill by following PPR system (If needed) and fill up AG office format
Prepare financial advance requests to be submitted to Donors/UN agencies on quarterly basis and maintain bank reconciliation, financial transaction and certification of expenditure reports;
Follow up on the activities and monitor advance balances of resource disbursed, verify availability of funds for project activities and recommend for changes in budget line if needed.
Review financial statements, expenditure as stated in the financial reports of partner organization
Monitor fund disbursement and adjustment of partner organization
Assist Project Management in day to day administrative support for smooth operation of the project;
Maintain inventory of program assets and provide logistic support to workshop/seminar and other program activities
Ensure the proper maintenance of the record keeping and filing system related to administration, logistics, equipment and vehicles of the project;
Oversee and ensure proper logistical arrangements for project;
Supervise and maintain equipment, vehicles and assets of the Project for security and proper functioning;
Ensure that proper inventory of all components of vehicles are maintained and checked frequently;
Ensure full compliance of rules and regulations, policies and strategies on travel management and ensure that vehicles are used in accordance with rules and regulations and that vehicle usage date is correctly recorded;
Assist Project Management in contract management
Drafting of Letter of Agreements, Memorandum of Understandings, Cost-sharing agreements, Contracts with implementing partners, and other such documents as per UNDP-NIM Policy and procures as well as GoB rules, regulations, and formats in close coordination with project administration and finance associate;
Ensure the compliance of all the provisions of guidelines regarding personnel management, procurement, subcontract and financial management;
Assist Project Management in quality and on time procurement of project goods/services;
Oversee and ensure efficient project procurement i.e. technical bids, financial bids, proposals and contracts following the provisions of the NIM Guidelines and PPR 2008;
Draw up specifications for the equipment required for procurement in close work with programme and ensure proper operation, maintenance and appropriate distribution of such equipment;
Oversee the management of various contracts with implementing partners?government entities, NGOs, etc.
Bachelor?s degree in accounting/finance/economics/business administration and technical expertise in financial management/accounting.
Minimum 5 years relevant experience in Administration and Financial management in development projects. Experience of working with international/donor agency is an asset.
Understanding of budgeting, accounting and bookkeeping, particularly under NIM procedures.
Strong Knowledge and Clear Understanding on NIM and GOB Procurement
Experience of using financial software programme.
Knowledge on Tax & VAT is desired.
Experience of UN/UNDP funded project will be preferable.
Fluency in written and spoken English; and
Experience in handling of Atlas or web-based enterprise resource management systems.

Ability to formulate and manage budgets, manage contributions and investments, manage transactions, conduct financial analysis, reporting and cost-recovery: excellent project oversight functions, including audit, accurate and thorough risk assessment
Ability to implement new systems and affect staff behavioral/ attitudinal change.
